I love how they use your full name. It makes it sound so formal - and a bit threatening. Congratulations! This is a big accomplishment and you should be really proud. Hope you hung this up on your fridge - or send it to Mom so that she can. :) Keep up the good work!

Shouldn't this sentence end with a question mark?
"May I, therefore, extend my congratulations to you."
Perhaps your Dean keeps this "list" so he has people to turn to for proofreading assistance.
